Processing MVV

To request for MVV: You can process your request through Netherlands Embassy or Consulate.To do so, in most cases you would need to have a resident (a referent) in Netherlands. The referent is the person with whom you want to stay or the organization that regulates your stay in Netherlands.


There are two ways to start the procedure for obtaining an MVV.
A) A sponsor in the Netherlands starts the MVV procedure by submitting a request for advice to the IND 
Request for advice or delivery before you submit a request for a mvv is possible, your referent  asks this to the IND on issuance of the mvv. If the IND will give a positive opinion, you know that your application has a good chance of succeeding. The request for advice by a sponsor serves to support your subsequent MVV application to the embassy. The decision made on this application is either positive or negative. You may not submit an application for review with regards to this decision. The application you make to the embassy is the official application. With regard to a negative decision on this application, you may submit an application for review.
  1. Your sponsor in the Netherlands fills in the form  “Request for recommendation to obtain a Provisional Residence Permit (MVV)”  and returns it to the IND, together with all required documents. The documents required are listed on the form.
  2. If the IND responds positively, you then submit your application for the MVV to the Dutch embassy or consulate in your country of origin.
  3. You will not be issued an MVV if you do not meet the conditions, nor will you be issued an MVV if your documents are invalid, incomplete or incorrect. You may not submit an application for review with respect to a negative advice.
B) You can submit an application for an MVV to the Dutch embassy or consulate in your country of origin 
Before you travel to the Netherlands, you apply for an MVV with the Dutch embassy or consulate. In other words, you start the procedure outside the Netherlands.
  1. Go to the Dutch embassy or the Dutch consulate in Manila. They will tell you which documents you need to submit. Sometimes these documents must meet specific conditions. Manila-Dutch Embassy
  2. The embassy or consulate forwards your application to the IND in the Netherlands.
  3. You must meet all conditions. If you do, the IND will contact your sponsor in the Netherlands for information and documents.
  4. If the IND approves your application for an MVV, you must contact the embassy or consulate in your country of origin to collect the MVV.
  5. You will not be issued an MVV if you do not meet the conditions, or if your documents are invalid, incomplete or incorrect. You may submit an application for review with respective to a negative decision on your application.

Conditions and documents 
For obtaining a residence permit MVV and/or you must meet certain conditions. You must also show a number of documents. The IND assesses whether you meet the conditions and whether you have the correct documents. The terms depend on the reason for which you want to stay in Netherlands: work, study, family formation, family visits and such. There are a number of conditions that you always must meet. For example, you must always have a valid passport. For obtaining a residence permit you must often undergo a tuberculosis research and have a health insurance. 
Fees for requests (Leges) 
Requesting a residence permit mvv costs money.
You must pay these costs at the time you submit the request. The costs depend on the residence purpose that you are requesting. About the cost or the possible exemption, you may check it in  advance by visiting www.ind.nl or call 0900 1234561 (€ 0,10 pm plus the costs of calls with your mobile phone). If the assessment of your application shows that you aren't eligible for the requested residence permit, you will receive no money back.

The cost
The residence permit mvv and examination costs money. 
You pay these costs if you submit the request or before you the basic exam.
If you find that you are not eligible for the requested residency or if you did not pass the basic exam, you do not get your money back.

Examination for obtaining MVV (MVV EXAM) 
* You must take the examination in a number of cases abroad.
This exam covers the basic knowledge of the Dutch language and Dutch society. This exam takes place at the Netherlands Embassy or Consulate in their own country or the country of residence. The examination covers all taxable persons from 18 to 65 years that mvv for a longer period to live in Netherlands. Its applicable to foreigners/aliens who want to form a family with someone in Netherlands or who wish to reunite with family members already living in Netherlands. Even people with a spiritual profession such as imam or preacher, who come to work in the Netherlands, should also do the examination.
* The examination obtained is valid for 1 year. 
You have the examination more than 1 year ago, but did not use it? Then you should re-do the exam if for you a request for an opinion is submitted or if you submit your request for a mvv.
* You do not need to take the examination if you want to stay in Netherlands on the basis of Exchange, as au pair, family member of an asylum for family visit statushouder or if you come. Aliens and their dependent family members who want to stay in Netherlands for study, medical treatment, employment, self-employment, as scientific researcher within the meaning of Directive 2005/71/EC or if not also need examination knowledge migrant to do. And also if you have medical reasons in coming to The Netherlands. There are exceptions for people with the Surinamese nationality.

Issuance of the MVV 

Upon receiving the positive feedback from eithe rthe IND or the Dutch Embassy, your MVV will be issued by the embassy. The MVV is a sticker type visa which will be attached to your passport. Additional requirements to be requested by the Embassy before releasing your MVV should be informed to you once you've requested a schedule with them.
